Elsa has access to report lists from Spamwat.ch and Combot CAS, so any user reported on these platforms will also be banned on the Elsa ecosystem.
Elsa has also connection with MeguBot (available at @CrimsonMeguBot) so every global ban executed on Megu is duplicated on Elsa when the ban reasons apply.
